IDES Instructs 1099 Workers to Apply for Regular Unemployment Benefits Before PUA Program Goes Live – PUA Portal to Launch on May 11

5/6/20 – The Illinois Department of Employment Security (IDES) today released new instructions for 1099 workers who have lost work due to COVID-19. Workers who believe they may be eligible for new federal benefits under the Pandemic Unemployment Assistance (PUA) program, must first apply for regular unemployment insurance before applying for benefits under PUA when a new application portal opens on May 11, 2020 via the IDES website.

If claimants receive an eligibility determination of $0, they can then appeal that decision by providing verification of wages earned, or they can submit a claim for PUA benefits. Claimants who have already applied for and been denied regular unemployment benefits can submit a claim through the new PUA portal when it opens. Receiving a denial for regular unemployment benefits is a mandatory first step in determining eligibility for PUA.

Filing for regular unemployment also provides claimants the opportunity to select how they want to receive benefits. Eligible claimants can choose between direct deposit or a debit card onto which their benefits will be loaded. Debit cards can take up to one to two weeks to receive in the mail while direct deposit payments take two to three days once a claimant completes their weekly certification for benefits.

PUA provides 100% federally-funded unemployment benefits for individuals who are unemployed for specified COVID-19-related reasons and are not eligible for the state’s regular unemployment insurance program, the extended benefit (EB) program under Illinois law, or the Pandemic Emergency Unemployment Compensation program (PEUC), including independent contractors and sole-proprietors. Up to 39 weeks’ worth of benefits are potentially available under the program for COVID-19-related unemployment claims.

IDES is contracting with Deloitte to implement and maintain the web-based PUA program. While a program of this magnitude would normally take up to a year to design and implement, the department expects the program to launch on Monday, May 11, 2020.

PUA claims will be backdated to the individuals’ first week of unemployment, but no earlier than February 2, 2020, and will continue for as long as the individual remains unemployed as a result of COVID-19, but no later than the week ending December 26, 2020. The program is similar to the federal Disaster Unemployment Assistance program which provides unemployment benefits in response to local disasters.

Dear Partner,

I am reaching out to provide important information regarding the State of Illinois Stay at Home Order. On Thursday, April 23rd, Governor Pritzker announced an extension of the Illinois Stay at Home Order to the end of May. Under this extension, there will be important modifications to the Stay at Home Order that will come into effect on May 1st. These modifications provide increased flexibility for certain businesses and important new guidelines to protect workers and consumers. This email provides an overview of the changes that will become effective May 1st and will last through the month of May. Please note that these rules are subject to change- please visit www.chicago.gov/coronavirus for updates.
1. NEW Requirement to Wear Face Coverings
Effective May 1st, all individuals over the age of two that can medically tolerate face covering will be required to wear a face covering over their nose and mouth when they are:
  • in a public space and unable to maintain a six-foot social distance; or
  • in any indoor public space.
2. NEW Categories of Businesses Considered Essential
The following businesses will be considered essential and may re-open beginning May 1st:
  • Animal Grooming Services
  • Greenhouses, Garden Centers and Nurseries
These businesses will be added to the full list of essential businesses under the previous Stay at Home Order, which can be found on the Frequently Asked Questions tab at www.chicago.gov/coronavirus. All essential businesses must follow the social distancing requirements outlined in number four below.
3. NEW Permissible Activities for Non-Essential Businesses
Beginning May 1st, retail stores that are not designated as essential may re-open to fulfill online or telephone orders. These orders must be completed through pick-up outside of the store or through delivery. All non-essential businesses engaged in minimum basic activities such as these must follow the social distancing requirements outlined in number four below.
4. NEW Requirements for all Businesses to Protect Employees and Consumers
Effective May 1st, all businesses are required to take the following steps to the greatest extent possible:
  • Provide employees with face coverings
  • Require that employees wear face coverings in circumstances where they are unable to maintain a six-foot distance at all times
  • Where work circumstances require it, provide additional Personal Protective Equipment
  • Evaluate whether employees are able to work from home
This applies to all essential businesses and non-essential businesses that are engaged in minimum basic operations. These requirements are in addition to existing requirements to designate six-foot distances, have hand sanitizer and sanitizing products available, designate separate operating hours for vulnerable populations and post online whether a facility is open and how best to reach the facility.
5. New Requirements for Retail Businesses to Protect Employees and Consumers
In addition to the requirements outlined in number four above, all retail businesses are required to take the following steps to the greatest extent possible beginning on May 1st:
  • Cap occupancy at 50 percent of store capacity or occupancy limits
  • Set up store aisles to be one-way where practicable
  • Communicate with customers through in-store signage, public service announcements and advertisements about the social distancing requirements
  • Discontinue use of reusable bags
6. NEW Requirements for Manufacturers to Protect Employees
In addition to the requirements outlined in number four above, all manufacturing businesses are required to take the following steps to the greatest extent possible beginning on May 1st:
  • Stagger shifts
  • Reduce line speeds
  • Operate only essential lines, while shutting down non-essential lines
  • Ensure that all spaces where employees may gather, including locker rooms and lunchrooms, allow for social distancing
  • Downsize to the extent necessary to allow for social distancing
Please be advised BACP has been and will continue to enforce the Stay at Home Order. Citations for businesses violating the order, including the social distancing requirements, can range up to $10,000 per offense. The modifications in the new Stay at Home Order are essential to building on the lifesaving progress our State has made over the last month. Thank you for your observance of the Order.

How to apply for unemployment benefits if you are out of work during Illinois’ COVID-19 shutdown by Sun-Times

Workers laid off temporarily — and even parents caring for children home from school — can qualify for unemployment benefits under the state’s recently adopted emergency rules.

With applications by state residents for unemployment insurance surging in recent days, the Illinois Department of Employment Security announced emergency rules Monday for who can qualify for benefits during the coronavirus pandemic.

Tens of thousands of workers across Illinois have been temporarily out of work since the outbreak began forcing businesses to close. Last week, Gov. J.B. Pritzker ordered all bars and restaurants to stop serving dine-in customers, and on Saturday, he issued a stay-at-home order leaving just “essential” businesses in operation.

The result is countless people are now out of work and being forced into the state’s unemployment system. Illinois alone saw more than 64,000 new claims for unemployment benefits from March 16-18.

To handle this massive influx of new applications, IDES announced it recently adopted emergency rules for who qualifies for unemployment insurance.

In normal times, UI provides temporary income via federal funds to Illinois residents who are unemployed but able, available and actively seeking work each week.

The amount residents can receive depends on their usual pay rate with benefits ranging from $51 to $580 per week. Those approved can receive up to 26 weeks of benefits in a 12-month period.

The new emergency rules adopted during the coronavirus pandemic open up UI to a much larger group of workers. This means many people who wouldn’t typically qualify for UI can get benefits during the state of emergency.

Workers temporarily laid off due to COVID-19 can get UI

Illinois residents who are temporarily out of work because their employer has closed due to the coronavirus can qualify for UI if they meet all the other basic requirements.

The state isn’t expecting anyone to go out looking for a new job during a stay-at-home order: as long as applicants are prepared to return to their job as soon as the employer reopens, they’ll be considered to be actively seeking work and will qualify.

Under emergency rules, these workers will not have to register with the employment service.

Workers who quit due to COVID-19 fears cannot get UI

Unlike Illinois residents who are temporarily laid off by their employers’ closure, workers who voluntarily leave their job over concerns of the coronavirus will not be eligible for UI. The agency says “an individual generally has a duty to make a reasonable effort to work with his or her employer to resolve whatever issues have caused the individual to consider quitting.”

Parents who leave work due to a child’s school closure can get UI

With all Illinois schools closed through at least April 7, and Chicago Public schools through April 20, parents who voluntarily leave work to care for their child can qualify for UI because they “could be considered as unemployed through no fault of” their own.

You must still meet all of the other standard requirements, and unlike workers temporarily laid off due to COVID-19, parents who voluntarily leave work must be registered with the employment service.

Anyone who’s already exhausted UI rights will not receive additional benefits

Illinois residents who have already received the full 26 weeks’ worth of benefits within the last 12 months will not be eligible for additional UI under the emergency rules.

Here’s how to apply for UI

You can call the Illinois Department of Economic Services at 800-244-5631 or 866-488-4016 (TTY), but even the governor admits the lines have been very busy so he recommends filing your claim via the IDES website. Do not go in person: As of March 19, IDES offices are closed to the public until further notice.

SBA providing $10,000 emergency disaster grant for small business
In response to the COVID-19 outbreak, the government, through the Small Business Administration (SBA) is providing small businesses, sole proprietorships, and independent contractors a loan of up to $2 million, and a grant of up to $10,000, which may not have to be repaid, even if the loan application is denied.

Their website states:

SBA is collecting the requested information in order to make a loan under SBA’s Economic Injury Disaster Loan Program to the qualified entities listed in this application that are impacted by the Coronavirus (COVID-19). The information will be used in determining whether the applicant is eligible for an economic injury loan. If you do not submit all the information requested, your loan cannot be fully processed.

The Applicant understands that the SBA is relying upon the self-certifications contained in this application to verify that the Applicant is an eligible entity to receive the advance, and that the Applicant is providing this self-certification under penalty of perjury pursuant to 28 U.S.C. 1746 for verification purposes.

The estimated time for completing this entire application is two hours and ten minutes, although you may not need to complete all parts. You are not required to respond to this collection of information unless it displays a currently valid OMB approval number.

Applications are processed on a first-come, first-served basis and the $10,000 grant should be paid within three days of an application.

Many of our small business owners and independent contracts in Little Falls are struggling right now, so please spread the word so that they may take advantage of this stimulus offer as soon as possible.

Avoid Coronavirus Scams

Here are some tips to help you keep the scammers at bay. For more information please visit the FTC website.

  • Hang up on robocalls. Don’t press any numbers. Scammers are using illegal robocalls to pitch everything from scam Coronavirus treatments to work-at-home schemes. The recording might say that pressing a number will let you speak to a live operator or remove you from their call list, but it might lead to more robocalls, instead.
  • Ignore online offers for vaccinations and home test kits. Scammers are trying to get you to buy products that aren’t proven to treat or prevent the Coronavirus disease 2019 (COVID-19) — online or in stores. At this time, there also are no FDA-authorized home test kits for the Coronavirus. Visit the FDA to learn more.
  • Fact-check information. Scammers, and sometimes well-meaning people, share information that hasn’t been verified. Before you pass on any messages, contact trusted sources. Visit What the U.S. Government is Doing for links to federal, state and local government agencies.
  • Know who you’re buying from. Online sellers may claim to have in-demand products, like cleaning, household, and health and medical supplies when, in fact, they don’t.
  • Don’t respond to texts and emails about checks from the government. The details are still being worked out. Anyone who tells you they can get you the money now is a scammer.
  • Don’t click on links from sources you don’t know. They could download viruses onto your computer or device.
  • Watch for emails claiming to be from the Centers for Disease Control and Prevention (CDC) or experts saying they have information about the virus. For the most up-to-date information about the Coronavirus, visit the Centers for Disease Control and Prevention (CDC) and the World Health Organization (WHO).
  • Do your homework when it comes to donations, whether through charities or crowdfunding sites. Don’t let anyone rush you into making a donation. If someone wants donations in cash, by gift card, or by wiring money, don’t do it.

Info Shared by Alderman Hairston: On Monday April 13th, CPS will start remote learning for Pre-K–12 as part of their response to the COVID-19 public health emergency. Each family should of already been notified by their child’s school of their plans of being in alignment with new guidance from the Illinois State Board of Education. Remote learning will remain in place until schools reopen.
Students will be offered both digital and non-digital learning options (packets can be picked up at food distributing locations for CPS), as well as dedicated “office hours,” where students and families can receive support from teachers via Google Meet, phone, or email.
While students are expected to complete assignments and schools are able to grade work, grades will be counted only if they improve a student’s grade and will not negatively impact any student’s academic standing. Students who do not engage in academic work can be issued an incomplete and will be expected to make up incomplete assignments following the remote learning period.

Pritzker Announces Schools Closed For In-Person Learning For Rest of Academic Year by WTTW Press Conference

New statewide totals: 27,575 cases, 1,134 deaths

Pritzker said Illinois will receive about $569 million in federal funding for pre-K through 12th-grade schools from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Of that funding, some dollars will go directly to schools, Pritzker said, while the rest will be distributed by the Illinois State Board of Education based on the needs of school districts.

That funding will be used to help equip students with technological devices and internet access, support teachers in developing lesson plans and assist schools in providing meals to students and families. The UChicago Financial Education Initiative is piloting a free program for financial wellness available to employees of small businesses. The course takes 5-6 hours and covers multiple content areas in personal finance, including saving, borrowing, earning, investing, and risk management. All we ask in exchange is that participants give us feedback (online, within the course) so that we can improve our work.
About the Course
The Adult Financial Wellness course was developed by university experts in financial education at the UChicago Financial Education Initiative. The course is fully online, individual, and self-paced. It contains six 1-hour modules on the topics of saving, borrowing, earning, investing, risk management, and general financial decision-making. Learners can stop and start these modules at any time. It provides a broad base of knowledge that will help employees better understand how to make financial decisions.
Rationale for the Course
We know that financial outcomes are not solely a result of financial literacy. But financial literacy can help–and we believe employers can be huge drivers of positive change for their employees by providing financial education.
